EBRD Sets New Investment Record in Ukraine in 2025

The European Bank for Reconstruction and Development (EBRD) has demonstrated record levels of funding for Ukraine for the second consecutive year. In 2025, the total investment reached €2.9 billion, surpassing the previous year’s figure of €2.4 billion.

Main Areas of EBRD Funding in Ukraine

A significant portion of the allocated funds is directed towards strengthening the country’s energy security. In 2025 alone, over €1.2 billion was invested in this area. The bank emphasized that for the second year in a row, more than 90% of approved projects and 57% of the total investment volume are directed towards the private sector.

Support for Financial Institutions and Future Plans

In 2025, the EBRD allocated a record €1.2 billion through partner financial institutions in Ukraine, including €550 million under the trade facilitation program. Additionally, the bank provided €504 million through portfolio risk-sharing programs, enabling Ukrainian financial partners to secure new loans totaling up to €1.6 billion.

The EBRD expresses its readiness to continue supporting Ukraine, guaranteeing annual funding of no less than €1.5 billion amid the war. These volumes are expected to increase with the onset of large-scale reconstruction of the country.
