Disability Pension Without Work Experience in Ukraine: Who is Eligible and the Amount of Payments

In Ukraine, individuals with confirmed disabilities are entitled to a disability pension; however, a minimum insurance record is usually required for its appointment. Nevertheless, there are exceptions where citizens can receive such payments even without the necessary work experience.

How the Amount of Disability Pension is Determined

The amount of the disability pension depends on the established disability group and is calculated as a percentage of the old-age pension:

  • first group — 100% of the old-age pension;
  • second group — 90%;
  • third group — 50%.

To receive these payments, a certain insurance record is required: for the first group — from 1 to 10 years, for the second and third groups — from 1 to 14 years. The amount of insurance record is determined based on the age at which the individual was assigned a disability. If the disability occurred after reaching retirement age, a minimum of 15 years of work experience is required to receive the pension.

Pension Payments Without Work Experience: Special Cases

If an individual has become disabled but lacks the required insurance record, they can still claim a disability pension in the following cases:

  • the disability occurred during compulsory military service;
  • the disability was obtained due to participation in mass protests during the Revolution of Dignity (from November 21, 2013, to February 21, 2014) and when seeking medical assistance by April 30, 2014.

“If the disability was obtained under other circumstances and there is no work experience, it is necessary to contact social protection authorities. A social disability pension is provided for such cases in Ukraine.”

A separate procedure applies to military personnel. They can receive a disability pension even without work experience if they have lost their ability to work:

  • during service;
  • within three months after discharge from service;
  • three months after discharge if the illness occurred during service.

In these cases, the amount of the pension depends on the disability group and is determined as a percentage of the monetary provision:

  • first group — 70% (or 100% in the case of disability due to war);
  • second group — 60% (or 80%);
  • third group — 40% (or 60%).
