In the third quarter of 2025, under the state mortgage program ‘eHousing’, 2,418 loans were issued for a total amount exceeding UAH 4.5 billion. Of this amount, approximately UAH 2.9 billion was allocated to housing in the primary market and ready-made properties from developers. Growth of Developer Participation in the Program
The number of developers participating in ‘eHousing’ continues to grow. Over the past year, about 90 developers and 200 properties available for mortgage lending were accredited. In 2025, an additional 25 developer companies joined the program, adding 60 new properties. Thus, there are currently 106 accredited developers participating in the program, offering 259 housing units. The average readiness level of these properties is 75%.
The largest share of accredited developers is concentrated in the capital region — over 50 companies, 25 in Lviv, and 5 developers in the Khmelnytskyi region.
Market Leaders by Amount of Funds Raised
The absolute leader among developers in terms of the number of transactions under ‘eHousing’ is the company ‘Intergalbud’, which accounts for about 20% of all mortgage operations on properties under construction. In second place is the Ivano-Frankivsk company blago, for which loans totaling UAH 1.2 billion have been issued. The top five also includes FC ‘Osnova’ from Kyiv (UAH 893.3 million), ‘DBK-Partner’ (Kyiv, UAH 338 million), and EKO-DIM from the Lviv region (UAH 169 million).
