Cancellation of Martial Law in Ukraine: Conditions and Zelensky’s Position

The cancellation of martial law in Ukraine is only possible if real security guarantees are obtained that will prevent a repeat of aggression from the Russian Federation. This was stated by President Volodymyr Zelensky during a conversation with journalists.

Security Guarantees as a Key Condition

Volodymyr Zelensky emphasized that the end of the war does not automatically mean an immediate cessation of martial law. The main condition is obtaining clear security guarantees for Ukraine, which must be both declarative and practical in nature. The President stressed that only the presence of real monitoring mechanisms from international partners and their presence can ensure the necessary level of protection for the country.

“We all want the war to end. And then martial law will end. But the end of martial law will come at the moment when Ukraine has security guarantees. Without them, this war has not truly ended.”

Position of the Military Leadership

According to Zelensky, the issue of canceling martial law is also closely linked to the position of the military command. The President noted that this issue has already been discussed at meetings of the Supreme Commander-in-Chief’s Staff. A final decision will be made after the command confirms the readiness of the entire infrastructure for the corresponding changes.

Zelensky added that if agreements can be reached with international partners, particularly with the USA and European countries, and a comprehensive agreement on ending the war is signed, Ukraine will be able to obtain security guarantees and begin the process of canceling martial law.
