Cabinet Increases Defense Budget for 2025: Funding Sources and Key Areas

The Cabinet of Ministers has approved changes to the state budget for 2025, anticipating a significant increase in funding for the defense sector. According to Minister Denys Shmyhal, the expenditures of the Ministry of Defense are proposed to be increased by 311 billion hryvnias.

Key Areas of Fund Utilization

The increased funding is planned to be directed towards the key needs of the defense sector. Among the main expenditure items are the procurement of weapons, including drones, ammunition, military equipment, and supplies. The government is also paying special attention to the timely provision of monetary payments to military personnel, as well as social support for the families of service members.

“We clearly understand the sources from which these expenditures will be covered. These are funds within the ERA initiative, reductions in non-priority budget expenditures, savings on servicing state debt, and other items,” said the head of the Ministry of Defense.

Details of Budget Changes and Government Expectations

Prime Minister Yulia Svyrydenko reported that the total amount of additional funds for defense in 2025 will reach 324.7 billion hryvnias, of which over 310 billion are planned to be directed to the general fund. In particular, 202 billion hryvnias are proposed to be allocated for the monetary support of military personnel, 100 billion for the procurement of weapons, and another 8 billion for other military expenses.

Svyrydenko emphasized that the government expects the swift adoption of the relevant changes in parliament. She also reminded that in September, the Cabinet of Ministers had already approved the draft state budget for 2026 and submitted it for consideration by the Verkhovna Rada.

Denys Shmyhal noted that the government is adjusting the budget in light of the current challenges of war to ensure effective support for the Armed Forces of Ukraine and social protection for military personnel and their families.
