EU Approves Action Plan for Ukrainian Refugees After Temporary Protection Ends

The Council of the European Union has approved recommendations that outline common approaches for ending the temporary protection regime for Ukrainian citizens after March 4, 2027. The document formulates key directions for regulating the status of Ukrainian refugees when the situation in Ukraine allows for their safe return home.

Main Policy Directions for Ukrainian Refugees

The recommendations include two key vectors for further action for EU member states. Firstly, countries must provide Ukrainians with the opportunity to apply for permanent residence permits on other grounds, provided certain conditions are met — for example, in cases of employment, education, or family circumstances. Secondly, the development of voluntary return programs for refugees to Ukraine is anticipated. Under these programs, Ukrainians with temporary protection status may be allowed to undertake familiarization trips to Ukraine, and the conditions for such visits must be agreed upon between EU countries.

Unity Hubs and Information Support

The document also emphasizes the need to organize information campaigns focused on voluntary return issues. It is also recommended to create Unity Hubs — special centers funded by the EU budget. These will serve as contact points for Ukrainian citizens, where they can receive advice on document processing and employment both in host countries and in Ukraine.

The recommendations outline two key areas for further work: Member states should offer Ukrainians the opportunity to apply for permanent residence permits on other grounds under certain conditions (employment, education, or family circumstances). The development of voluntary return programs to Ukraine. Under these programs, it is proposed to allow Ukrainian refugees with temporary protection status to undertake familiarization visits to Ukraine. EU countries must agree on the conditions for these visits.
