Activity in the Ukrainian Real Estate Market is Increasing: Sales and Prices of Apartments are Rising

Since the onset of the full-scale war in Ukraine, there has been a revival in the real estate market. Since February 2022, approximately 222,000 new apartments have been put into operation in the country, indicating a gradual recovery of the construction industry. The leaders in the number of new residential properties are Kyiv region (84,900 apartments), Lviv region (27,700), and Odesa region (24,300).

Growth in the Number of Residential Complexes and Prices in the Primary Market

As of October 2025, housing is available for sale in 1,500 residential complexes across Ukraine. The highest activity is demonstrated by Kyiv (409 projects, 27% of the total), Lviv (259 projects, 17%), and Odesa (114 projects, 8%) regions. Over the nine months of 2025, sales have started in 174 new residential complexes, which is 12% more than in the same period last year. A significant increase in the number of new residential complexes has been recorded in Kyiv and the surrounding area — up by 61% (37 new projects), as well as in Lviv region — up by 24% (52 new residential complexes).

Price Dynamics and Demand in the Regions

During the wartime period, the highest growth in apartment sales in new buildings has been recorded in Lviv region — up by 24%. Kyiv region shows an increase of 18%, Ivano-Frankivsk — 15%, Zakarpattia — 9%, and Ternopil — 5%. Prices for apartments in new residential complexes have increased most noticeably in Ivano-Frankivsk — by 70%, in Rivne — by 54%, and in Uzhhorod — by 47%.

In the last three quarters, apartments have become most expensive in Rivne — by 19%, in Ternopil and Odesa — by 15%, and in Khmelnytskyi — by 13%.

In the secondary real estate market, the highest prices for one-bedroom apartments are recorded in Kyiv ($65,000), Lviv ($64,500), Uzhhorod ($59,200), Chernivtsi ($55,000), and Rivne ($52,000).
